2019 6 Year Budget

Regarding the 2017 Financial Statements. Each year the Board presents the annual financial statements to the Membership. A FOR vote approves the financial statements as presented;

regarding the Annual Audit. Each year the Membership votes to require or forego an outside audit of the HOA’s financial statements. Due to the cost of such an outside audit, the Board of Directors has established a committee of property owners who are not member of the Board to review the detail underlying the financial statements. A FOR vote approves the waiver of an outside audit in favor of the less costly internal audit.

Regarding the Six-Year Budget. Each year the Board approves and presents to the Members a six year budget for the Association, listing revenues and expenditures budgeted for a six year period. This budget is a living document and is revised annually for presentation to the Membership. A FOR vote approves the Six-Year Budget as presented.

Early termination of Assessment approved in 2015. A FOR vote would approve the termination of the 2015 Member approved $45.00/quarter Assessment for filtration system and approve the designation of any excess funds from the Assessment to be placed the Equipment – Purchase and Replacement account.

Designation of Funds from New Connections. A FOR vote would approve the designation of funds from sales of new connections to our water system to the Equipment – Purchase and Replacement account. This would allow these funds to be available as needed to expenses related to system maintenance and improvement.
Resolutions 2016

Whereas:
It is the responsibility of Sun Vista/Sunlight Beach Homeowners’ Association (hereinafter referred to as the Association) to protect the water supply to all properties connected to the system,
And that the Board of Directors has the duty to interpret and enforce the Rules and Regulations of the Association to ensure safe and proper use and connection to the water system as they see prudent and necessary;
And that the Board Directors have changed from time to time over the years, and in so creating a situation where Rules and Regulations have been encroached upon without enforcement;
And that such inaction does not waive the Association’s rights to enforced the Rules and Regulations, as deemed necessary and prudent for the conservation of water and protection of health;
And that over the years some property owners have installed automated lawn and garden sprinkler systems contrary to Rules and Regulations 4(d) and that these property owners must install backflow prevention devices and have them inspected yearly.
And that the Association recognizes that enforcement of Rules and Regulations 4(d) at this time is not deemed desirable or necessary;
Now be it Resolved: That the Association hereby notifies the Membership that the Association retains the right to enforcement all Rules and Regulations of the Association, and in particular Rules and Regulations 4(d) related to automated sprinkler systems and that the Association has not waived its right to require disconnection all automated sprinkler systems, should it be deemed prudent and necessary.

Whereas:
It is the responsibility of Sun Vista/Sunlight Beach Homeowners’ Association (hereinafter referred to as the Association) to annually prepare and present Financial Reports, which have been either audited or at the vote of the Membership, reviewed by a committee of Members of the Association who are not Directors;
And that the Board of Directors has had the Financial Statements of the Association prepared and reviewed by a committee of Members of the Association who are not Directors in prior years;
And that this Committee having reviewed the underlying documents supporting said Financial Statements and has, without exception, found them to properly state the financial condition of the Association;
Now be it Resolved: That the Association present to the Membership a resolution to forego a third party audit of the Financial Statements and that the Chair of the Finance Committee organize a committee of Members of the Association who are not Directors to review the Financial Statements and underlying supporting documentation for the calendar year 2016.

Whereas:
It is the responsibility of Sun Vista/Sunlight Beach Homeowners’ Association (hereinafter referred to as the Association) to annually prepare and present Financial Reports, which have been either audited or at the vote of the Membership, reviewed by independent Members of the Association;
And that the Board of Directors has had Financial Statements prepared and has had them reviewed by independent Members of the Association;
And that the independent Members of the Association have approved of the Financial Statement after having engaged in a review of the underlying documents supporting them;
Now be it Resolved: That the Association adopt and present to the Membership at the 2015 Financial Statements presented during the Board of Directors’ meeting held on May 14, 2016.

Whereas:
It is the responsibility of Sun Vista/Sunlight Beach Homeowners’ Association (hereinafter referred to as the Association) to annually review revenues and expenses, upcoming maintenance and capital needs, and to develop and present a 6 Year Budget;
And that the Board of Directors has had prepared and has reviewed the 2016 Six Year Budget;
Now be it Resolved: That the Association adopt and present to the Membership at the 2015 Annual Member Meeting the Six Year Budget presented and finalized during the Board of Directors’ meeting held on May 14, 2016.

Whereas:
It is the responsibility of Sun Vista/Sunlight Beach Homeowners’ Association (hereinafter referred to as the Association) to ensure the continuous supply of potable water to properties served by the Association.
And that the Association develops a rate structure that is progressive to ensure equitable rates for property owners;
And that our current tiers in our rate structure is not sufficiently equitable and requires adjustment to better reflect the consumption patterns of the property owners;
Now be it Resolved: That the Association change the rate structure of the Association, beginning October 1, 2016 to the structure that follows:
